Stockpiler Declaration Form – EX-203D Stockpile Declaration

Federal Tax Authority (FTA) has recently published a new declaration form for excise stockpiler “EX-203D Stockpile Declaration”.

Please note that due date for filing above declaration and Excise Return is 15th January 2020; if

  • you have excess excise goods as of 1st December 2019 of sweetened drinks, electronic smoking devices and tools, liquids used in such devices and tools, or;
  • If you are holding tobacco products on 1st December 2019, which have been subject to Excise Tax at a price lower than the minimum excise price introduced on such products by Cabinet Decision No. 55 of 2019 on the Excise Price for Tobacco Products.

There are two sections in the Declaration Form i.e.

  1. Listed RSP Items
  2. Non-Listed RSP Items / Change in Minimum Excise Price

Following are the details of the information that are required to be filled:-

In the case of Non-Listed RSP Items In the case of Listed RSP
    1. Item Code - Enter the Item code
    2. HS Code – Enter the HS Code
    3. Brand – Enter the brand name
    4. Item Description – Enter a brief description of the item.
    5. Unit of Measurement
    6. Product Description
    7. Excise Tax %
    8. Average monthly stock level from (1 Dec 2018 – 30 Nov 2019)
    9. Excess Excise Goods Quantity - Enter the excess quantity of this item.
    10. Two months average sales from (1 Dec 2018 – 30 Nov 2019)
    11. Closing stock as of 30th November 2019
    12. Retail Selling Price/Difference in minimum excise price – This will be the retail selling price of the item or the difference in the minimum excise price of the item as per Cabinet Decision No. 55 of 2019.
a.       Search item code then below mentioned field will be auto pop
    • Item code
    • HS Code
    • Country of origin
    • Brand
    • Item Description
    • Unit of Measurement
    • Product Description
    • Excise tax (%)
    • Retail Selling Price as per the FTA published list
b.       Details need to be filled;
    • Designated Price
    • Excess Excise Goods Quantity
    • Closing Stock as of 30th November 2019
    • Average monthly stock level from        (1 Dec 2018 – 30 Nov 2019)
    • Two months average sales from        (1 Dec 2018 – 30 Nov 2019)
 

The above process of adding non-listed RSP products/listed RSP can be repeated again to declare additional items and their quantities.
