MCA V3 Portal Launch: E-Form Filing Extensions Under Circulars 03/2023 and 04/2023
General Circular 01/2023: The V3 portal launch
On 9 January 2023, MCA launched a new version of 45 e-forms on the MCA-21 V3 portal, part of the broader migration from the legacy V2 system. As with most major portal migrations, early filers encountered process stabilization issues, prompting stakeholder representations for relief.
General Circular 03/2023: First extension
Dated 7 February 2023, this circular granted a 15-day extension, without additional fees, for filing the 45 affected e-forms while the portal stabilized. It also extended Form PAS-3 filings with due dates falling between 20 January and 6 February 2023.
General Circular 04/2023: Further extension to 31 March 2023
Dated 21 February 2023, MCA extended relief further: e-forms with due dates falling between 7 February and 28 February 2023 could now be filed without additional fees up to 31 March 2023. Form PAS-3 filings with due dates between 20 January and 28 February 2023 received the same extended window.

Why this happened
Portal migrations of this scale typically produce a short window of filing friction, form validation errors, authentication issues, or unfamiliarity with a redesigned interface, which is why MCA builds in fee-waived grace periods rather than penalizing early adopters of a mandated system change. This same pattern has recurred with later stages of the V2-to-V3 transition and with MCA’s periodic annual filing fee relaxations for AOC-4 and MGT-7.
