Ministry of Corporate Affairs Updates and Circulars in Relation to Migration of ROC Forms to V3 Portal

  1. MCA Update dated 26.12.2022

The Ministry of Corporate Affairs (MCA), in continuation with their previous update dated 15th July 2022 which was in relation to migrating a certain set of Company forms to the MCA21 V3 Portal, introduced a further 56 new forms on the said V3 Portal.

It was informed that MCA introduced the said forms in two different slots. The first set of 10 forms introduced on 9th January 2023 and the Second set of 46 forms will be introduced on 23rd January 2023.

  1. MCA Update dated 05.01.2023

Since the filing of form PAS-3 was disabled on the V2 Portal, MCA extended the filing of form PAS-3 on the V2 Portal till 19th January 2023.

 
  1. General Circular No. 01/2023 dated 09.01.2023

In furtherance to the above updates, MCA issued a Release Plan for the 45 forms, which are yet to be introduced on the MCA21 V3 Portal. In, the MCA has allowed the stakeholders an additional time of 15 days without levying additional fees for filing the said 45 forms during the period between 07.01.2023 and 22.01.2023.

  1. General Circular No. 02/2023 dated 09.01.2023

In view of representations received from various stakeholders pertaining to the migration of form GNL-2 and form MGT-14 to the V3 Portal, MCA decided to accept the said two forms through physical mode along with a copy in electronic media, without paying the fee.

The Company shall also ensure that, while filing the said form through physical mode, the form must be duly signed by the authorized persons along with an undertaking from the Company stating that the company shall file the respective form once the filing of the form is enabled on the V3 portal which shall be accompanied with the respective fees and as per the requirement of the said forms.

Please Note: While submitting the said forms in physical mode with the Registrar, the company is required to take an acknowledgment of such submission (physical mode as well as electronic media) from the Registrar in the format as given in the below link.
