Introduction of Electronic Maintenance of Records Under Various Labour Laws In Punjab

The Labour Department of Punjab vide order no: 21/46/17-2F2/1753 has issued a notification improving the effectiveness of the ease of doing business by introducing electronic maintenance of records under various labour laws. The following rules and laws have been approved by the Department to maintain the records electronically: (1) The Employees Compensation Act, 1923 (2) The Trade Unions Act, 1926 (3) Payment of Wages Act, 1936 (4) The Industrial Employment (Standing Orders) Act, 1946 (5) The Industrial Disputes Act, 1947 (6) The Factories Act, 1948 (7) The Minimum Wages Act, 1947 (8) The Working Journalists (Conditions of Service and Misc. Provisions) Act, 1955 (9) The Working Journalists (Fixation and Rates of Wages) Act 1955 (10) The Motor Transport Workers Act, 1961 (11) The Maternity Benefit Act, 1961 (12) The Payment of Bonus Act, 1965 (13) The Contract Labour (Regulation and Abolition) Act, 1970 (14) The Payment of Gratuity Act, 1972 (15) The Equal Remuneration Act, 1976 (16) The Sales Promotion Employees (Conditions of Services) Act, 1976 (17) The Bonded Labour System (Abolition) Act, 1976 (18) The Inter State Migrant Workmen (Regulation of Employment and Conditions of Services) Act, 1979 (19) The Child & Adolescent Labour (Prohibiton and Regulation) Act, 1986 (20) The Building and Other Construction Workers (Regulation of Employment And Conditions of Services) Act, 1996 (21) The Building and Other Construction Workers Welfare Cess Act, 1996 (22) Unorganized Workers Social Security Act, 2008 (23) The Punjab Shops and Commercial Establishments Act, 1958 (24) The Punjab Labour Welfare Fund Act, 1965 (25) The Punjab Industrial Establishments (National and Festival Holidays And Casual and Sick Leave) Act, 1965.

The Government of National Capital Territory of Delhi, Labour Department vide. Order dated 7th December 2020 has notified the applicable Rates of Minimum Wages in Delhi. The rates shall be effective from 1st October 2020.
  1. Whereas the Government of National Capital Territory of Delhi, had last revised the minimum rates of wages in Scheduled Employments under the Minimum Wages Act, 1948 in the National Capital Territory of Delhi vide notification No. 12(142)/02/MW/VI1/3636 dated 22/10/2019.
  2. And whereas, in the abovementioned notification it was stipulated that the Dearness Allowance will be payable on the basis of six monthly average index numbers of January to June and July to December, on 1st April and 1st October respectively.
  3. And whereas, now, the Government of National Capital Territory of Delhi after adjustment of the average All India Consumer Price Index Number of the period from July 2019 to December 2019 which is 324, an increase of 13.17 points and for the period from January 2020 to June2020 which is 329.16, an increase of 5.16 points hereby declares the following Dearness Allowance, which shall be payable for all categories w.e.f. 01.04.2020 and 01/10/2020 respectively. The rates after including D.A. are as follows.
  1. This following rates of minimum wages shall be applicable in respect of unskilled, semiskilled and skilled categories in all scheduled employments.
